Israel–Morocco: resumption of relations
A three-way joint declaration on resuming relations, at first at the level of liaison offices. It is not a treaty and not a peace agreement: the two states were not at war, and low-level relations had existed between them before.
In 30 seconds
On 22 December 2020 a joint declaration of Morocco, the United States and Israel was signed in Rabat, under the leadership of King Mohammed VI4. In the same month the United States, in a separate step, recognised Moroccan sovereignty over Western Sahara3. In September 2026 the sides agreed to upgrade their missions to embassies7.
Where it stands today
As of October 2026 the relations are active and expanding: on 16 September 2026 the foreign ministers signed a declaration in New York to raise the missions to embassy level and appoint ambassadors711. The opening of the embassies themselves has not yet been verified. Public support for normalization in Morocco is low8.

The challenge
Morocco and Israel never fought each other. They had low-level official relations, which Morocco cut during the Second Intifada; nearly two decades passed before they were resumed1.
Morocco had another central interest: international recognition of its sovereignty over Western Sahara, a disputed territory where the Algerian-backed Polisario Front demands an independent state2.

The hard decisions
- US recognition on Western Sahara changed a decades-old American policy that had backed a UN-sponsored referendum5.
- On the same day the King stressed that Morocco's position on the Palestinian question had not changed: two states living side by side in peace and security, and safeguarding the Islamic character of Jerusalem4.
- Public opinion: support for normalization in Morocco fell from 31% in the 2021–2022 survey to 13% in the 2023–2024 survey, according to the Arab Barometer8.

What changed in real life
What remains open
- The gap between palace policy and the street: since October 2023 there have been almost weekly protests in Morocco calling for ties to be cut1. After the upgrade was agreed, the Moroccan Front for Support of Palestine and Against Normalization announced three days of protest across the country12.
- The status of Western Sahara remains disputed, and the Polisario Front rejects the recognitions2.
